Reliable Builders, Inc. was awarded a firm-fixed price contract under the 8(a) Competitive Set-Aside, intended to repair and modernize Bachelor Quarters Buildings. The Design-Build project was the 1st awarded by the Department of the Navy through the American Recovery and Reinvestment Act (ARRA) of 2009. Part of the base mission of Camp Covington is to provide housing support to Naval Mobile Construction Battalion personnel deployed to Guam.

Bachelor Quarters Bldg. 580, 581 and 584 spaces were repaired and modernized to comply with BEQ Construction Standard as outline in MIL-HDBK 1036A Bachelor Housing  Standard, new interior/exterior doors with card key system, and to meet the 170 mph wind velocity and IBC 2003 minimum design category D requirements.

The scope of work for the Bachelor Quarters Buildings included repairs and replacement of architectural finishes. All ceiling panels were replaced with new paperless type boards for mildew and termite control; vinyl composition tile, carpets on sleeping quarters, floor and wall tiles (full height) with new 12x12 non-skid floor tiles and 6x6 wall tiles with special trims were also all replaced; new furred walls were also installed all throughout exposed CMU (Concrete Masonry Unit) walls; new kitchen lounges with countertop and cabinets were also added to each floor; all existing mechanical air conditioning systems were removed, and a new solar panel heating system with hot water storage tank 400 gal capacity was installed; a new fire sprinkler system including 6 underground fire water supply tie-in to 12 water main asbestos pipe was installed; the electrical system power, telephone, network (data line) and fire alarm systems were all upgraded.
Reliable Builders, Inc. engaged the services of local companies for its design such as Engineering, Management and Planning Services Corporation (EMPSCO), EMC2 for mechanical air conditioning and plumbing system, SS Dannaway, Inc. for fire alarm and fire sprinkler system, and Engineering Partners, Inc. for electrical design.

With a total contract amount of $ 10,607,335.01, Reliable Builders, Inc. completed the construction period in 450 calendar days with total man hours of 198,300 for all trades from October 5, 2009 to June 7, 2010 (Phase 1) and from August 23, 2010 to March 14, 2011 (Phase 2). Reliable Builders, Inc. engaged the services of small disadvantaged businesses for mechanical, electrical, asbestos removal and landscaping works.
